How to install older version 2019 from another PC

I HATE 2020 and want to install my 2019 on my new PC. Can I do this? i.e. take the program files from one PC and install them on the other?

You install from the Creative Cloud Desktop. From the Photoshop three-dot menu, choose "other versions".
CC 2019 is v20.0.10 on the list. You may want to uninstall 2020 first before you do that.

It's not there. The oldest one shown is 21.2.4

Moving the installation files don't work, it's just dead meat without the corresponding registry keys to connect it to the OS.

You need the actual installers not program files from another computer.
Now that Adobe has a restricted version policy (current + one previous), it's becomming much harder to find older versions. Is there some reason you cannot use the latest October release (ver 22.0)?

Unfortunatley for some reason, I can't work out that link above, it keeps sending me through to different pages when I click on the 2019, I'm not sure what I'm doing wrong 😞 Thank you so much for helping, i'm so under the pump

I normally keep older versions, that's why it was on the list. I didn't know they only go one version back now. That said, I hope Nancy's advice works for you.

Have you worked it out? It's driving me bonkers why it deleted my 2019 CC without asking and updated to the 2021. So many features that don't work the same and messing up my processing, will add hours on 😞 Beyond frustrated and need it sorted ASAP.

Change your Creative Cloud Desktop Preferences.
Click your avatar (image) > Preferences > Apps
Turn off Auto-update. See screenshots.
When you manually upgrade, there is an option to Remove Old Versions if you check the box. Remove the checkmark to keep old versions.

The problem is that I'm installing on new computer. So that option is not showing.

Thanks so much for the info above. Unfortunately as it deleted my old 2019 version when doing the auto 2021 one, it isn't there in my options even unticking the auto update, as the 2019 is already gone 😞 I've been waiting on hold to their contact for an hour now and no one is answering 😞

I have not tried it yet myself. I think it's a HORRIBLE feature to have it set DELETE as default. I honestly can't beleive that Adobe would design it that way other than to try and move EVERYONE to a monthly billing automatically. It's the ONLY software company I have that does this. Not trying to be NEGATIVE... just pointing out the facts.

I can't recall what the default is, but in any case I agree. There's a lot wrong with that checkbox.
First of all it's in the wrong place. It should be up front and right in your face, with a clear explanation of consequences of ticking one way or the other. Not tucked away like they don't really want you to find it.
Second (actually an unrelated problem here, but just while we're at it) - it should uninstall your previous versions first, then install the new version. File associations etc, see countless other threads. Of course after running a system compatibility check first of all, instead of just stalling halfway in if the OS is too old, or the CPU doesn't have the necessary SSE4.2 support. And again, it wouldn't hurt with a bit of explanation.
Keeping several versions on the system can be a blessing, but I think Adobe could take a little responsibility for getting it to work smoothly.

When Creative Cloud first released the default was to delete old CC versions as new versions were installed. Everyone complained so Adobe changed it.
Assuming your computer has old versions, you can delete them yourself from the 3 dots icon in CC desktop app.

UPDATE: I was able to down the zip file via Nancy's link.
Windows Explorer to open and move the files to a NEW folder on desktop.
Double click the setup file and it ran and installed.
Deleted the 2021 photoshop and turned off updates
All good.
