hi i am using acdsee for a longtime because it is compact and easy to use and sometimes photoshop when i need to remove unwanted thing from the images. the problem is when i edit file in acdsee it never changes creation date of files unless if i create new file (save as) but in photoshop it changes to creation date to moment i edit when i use "save" (ctrl + s) not "save as".
so how can i change this? is there any setting for this or if not why adobe changes the creation dates which absolutely ridiculous since we have "modified date" for this.

Where are you looking?
I use a Mac, I can see that information in the Finder window, or if I click Command + I with the file selected I can see both.
And it does show my Created Date and my Modified Date (which I saved today as a test) which you can see below.
If you have a Mac, in order to see this info in your Finder you can right click just to the Right on the top bar where your current titles are (see pic)
hope this helps!

actually you only mentioned " (ctrl + s)" as the small detail to let me know you have a PC. But im reading fast....
in any case... this seems to be a PC issue, not a Photoshop issue.
You can check out this article I found, and there is a part where it seems you can uncheck the Created BY atribute, I wonder if that would prevent it from updating? Im not a PC user though ... sorry... just trying to help
see "Using Attribute Changer To Change Windows 10 File Attributes" -- scroll down a bit
hope this helps!

lol i already use the program you suggested and mentioned i have windows in original message (look at tags below my message near "topic" word).
also i dont believe it is pc issue because it only happens with adobe photoshop not other programs. so it is photoshop issue for me.
so there is no fix for this problem i guess...
