How to keep the image central when zooming

It happened before I re-installed, so a preference has changed that I cannot find.

 

I want to keep my photo in the centre of the open workspace when zooming in or out. At the moment it goes all over the place! How do I fix thisd please?

Look at the Overscroll option in the preferences...

 

Windows: Edit > Preferences > Tools
Mac: Photoshop > Preferences > Tools
