Hello,
I was looking at this at this poster and could not figure out how he created that kind of light/ pixel effect.
I can't help but think about it since I saw it.
Do you have any idea ?

I would recommend using Pattern Layers set to Blend Mode »Hard Mix«.
Though the ultimate set-up could get fairly complex.

You could do this with a Grayscale document with rasterized medium gray type on a white background. Run Filter > Pixelate > Color Halftone with an angle of zero in Channel one, and your choice of maximum pixel size. Follow this with Image > Adjustments > Invert.

The advantage of the Pattern Layer method is that both the Pattern and the underlying content are editable.
Edit: The Filter method is naturally editable, too, if applied via Smart Filters, but in my opinion it can be a bit less convenient.
