How to make a tapestry fabric effect

On the Internet I found a picture of a tapestry made on fabric. I want to recreate this in Photoshop. How can I do that? I tried to make fabric according to various articles and video guides, but they all do not look like this

I use either a completely filled image with one color, or an image with different 2D shapes.

Sorry I misunderstood, I don't want to make exactly the same tapestry, but a tapestry effect. That is, turn any picture like a tapestry, as if it were embroidered on fabric

That looks oil painting or Photoshop Impasto Brushes.

Since this thread was created, Photoshop has added a very effective Embroidery effect to Parametric Filters.

Note: it is only in the Beta version right now.
