Your screen shot shows a video timeline. GIF are frame animations and quite different to video.

I have not watched it, but this video tells you how to create a GIF from a video

OK that's interesting.  I've watched the above video and learnt something for myself.  I've alwasy made my GIFs from frame animations using layers, soI'll have to try this.  You'll notice from the above video that even with the tiny frame size and two second of video, it still produced a huge 10Mb GIF.  

I've just tested it and it worked fine, but it took about 30 seconds to export a few seconds of video to a GIF, which saved out to a 50Mb file with an image size of just 800 pixels wide.
