How to make images float in window by default when opened

I'm using Photoshop CS6 and Windows 10.

Until recently, when I opened an image in Photoshop, the image floated in its window by default, equivalent to selecting Window > Arrange > Float All in Window..

But since resetting Photoshop's preferences recently, all images now take up the entire workspase when opened, equivalent to selecting  Window > Arrange > Consolidate All to Tabs, and I have to waste time every time changing it to float in its window.

How can I get the default back to Float All in Window when an image is opened?

Dave
