Fist sorry for bad english... second i have a question to users here... how i can to make mini web magazine cover. I try to fonud information in youtube, but all videos are different for my needed.

I want to transform picture for my web magazine in form of magazine with pages... I know that my english is horrible, but try to help me. Thank you!

For a web magazine, you might want to look into using InDesign https://helpx.adobe.com/indesign/using/publish-online.html. You can make your image(s) in Photoshop then import them there and publish online.

The actual virtzual pages are generated by whatever scripts are used in the respective gallery/ slide-show. This has nothing to do with PS at all. All you need to worry about is sizing your images correctly according to the specifications of whatever service or script you plan on using. Without any info on that we cannot advise more specifically.
