Hi

As Derek says, it would be easier in Illustrator.

  1. Draw your outer shape (the hair) and draw paths across it.
  2. Select and use Divide from Pathfinder, then Ungroup.

  3. Type your first text > Send to Back > Select it with one of the paths.

  4. Choose Object > Envelope Distort > Make with top object.

Tip: Keep a copy of your original shape, as it will disappear, so you can expand it and fill it with a color.

I think to create that kind of style, you'd have to do it by hand – and maybe it would be better created in Adobe Illustrator.

This Photoshop tutorial might help you get you started: https://www.youtube.com/watch?v=-Ncea1RVNDQ
