How to move whole thing to right side to print.

We need a little more info. Do you mean you want to your image to only appear on the right side of the page you printed? If so, I'm guessing your image is smaller than the paper you're printing on. You should be able to do this in your printer settings. If you can't find them, a workaround would be to set up a document that is the size of the paper and then place the image in the location you would like it to appear.

I want as follows :

For editing passport size photo.  First we drag the first one to make 2nd one.  Then the first and second 

will merge.  Then drag it to make 4 copies.  Then drag it to make 8 copies.  I  am saying about this process.

I am a bit confused but let me try: you have document in photoshop and 8 images arranged one next to another and probably you entered free transform mode. If not then select all layers with images and press Ctrl + T. Then next step is to click and drag to reposition images where you want to appear in your document/image. With above configuration you should be able to drag all images together to a new position. Confirm on Enter and you are done.

Select all the layers with the images on and use the move tool to drag them across the page. If you have merged them with the background, then you will need to separate them first by selecting and copying.
Incidentally, you mention passport photos. Your passport rules may differ, but those images are the wrong aspect ratio for the passports here which require "portrait" aspect ratio  i.e. more height than width.

Hi,

 

I would use the Rectangular Marquee Tool (M) To select the images you would like to copy and Move:

Then press Ctrl/Cmd+J to Duplicate your selection,

 

Then use the Move Tool to reposition them as you with.

If you want to rotate them just hover over any of the corners and a rotate symbol will pop up.
