hello i have rotated some text boxes but they never go fully straight, they always end up on an angle. logically holding shift while rotating should stop this but it doesnt, is there any way to do this without having to make a bunch of straight lines everywhere/>
Make sure you are using Edit > Free Transform (Ctrl+T) and not the "Show Transform Controls" in the options bar for the Move tool. They are not the same.
If the options bar is not on, you can enable it from the Window menu.

Holding Shift while rotating should stick on 15 degree intervals. Do you have trouble rotating anything other than Text?
You can also enter 90 degrees in the Option bar and the Properties panel.

An image also will not rotate to a full 90 degree stop.holding shift does not move in 15 degree increments for me and I cannot be precise enough to stop at zero no matter how hard I try it's always slightly off

Convert the text layers to smart objects before rotating. It remembers the rotation values in the options bar on top so you can always reset back to zero.

Also if you've already committed your text to a rotation without using a Smart Object, you can estimate the rotation value using the measurement tool and then rotating the opposite value back to 0.
If we are both off base here and your issue is the shift key is not keeping the angles straight - make sure you release the mouse first then the shift key. Releasing the shift key before or trying to do both at the same time allows for slight shifting past 0, 15° etc.

I am not sure if I am missing something here, but I am guessing you know you can right click and use the Rotate 90° options?

That option does not appear for me. It should be noted I have not used Photoshop since the 2000's,back then everything was easier and worked better,I spent two hours last night trying to make a black rectangle purple to no avail,the paint bucket does nothing for me. I also spent an hour watching videos os how to apply a texture to a photo, 4 tutorials which I feel were simple and no luck. I am having huge issues to say the least,I can do things faster snd more efficient in Ms paint but I am putting into he effort as I'd like to do more than laint allows

It sounds like you drew a Rectangle as a Live Shape. Shape tools have been around for a while, but I don't think they were here in 2000. Use either the Properties panel or the options bar to change the fill and stroke of a shape.

In 2000 you would have used the Rectangular Marquee tool and filled it with color. That method works as it did before, but Shapes are a huge improvement.

I just tested and holding Shift while rotating constrains to 15° for me. I'm watching both the screen tip and the options bar as I rotate.
One thing to watch for is to release the mouse first, then release Shift. If you release Shift first, it's as if you never held it down.

I will ensure I am doing this but I have no indicator of angle except right at the rotation point, there is no other toolbar above or on the side giving me the degrees of angle

Edit > Free Transform - THIS GAVE ME THE DEGREE OPTION ON THE TOP TOOLBAR!

i have verified holding shift does not constrain to 15 degree rotation, more like 3.5. closest i can get to level like this is 0.2 degrees off which is not a lot

i have found that i select the text box move the cursor to begin rotating and when i hit shift the rotate option disapears and if i then click and move the mouse the background image moves
