How to posterize or stencil photo?

Hi, is anyone know how to posterize or make a photo like a stencil? here i attach the before and after example. im still learning, thankyou

There are several ways. Using the threshold adjustment layer you can decide where you draw the line between what is black and what is white. Ther is also the psterise effect.

Another option is to use the "blend if" function with a Solid Colour Adjustment Layer, that can work a bit like a threshold in that you can decide that the colour should only be visible if the image is lighter than a certain value.
