How to reduce single pixels noise in image?

Is there a way to reduce 1 pixels noise not bluring the whole image. That way I do not like "dust and scratch" because of bluring.

And I wonder why you won’t post the image already? 

 

The loss in the screenshot you posted does not seem catastrophic to me; naturally I don’t know what the exact requirements are.

Is this for research/academic purposes? 

 

Which other Filters have you tried (Smart Blur, …)? 

Have you considering using alternative software (Topaz, …)?
