how to remove hair from baby skin ?

Lovely picture. I wouldn't go over the top with this.

You could try this:

Duplicate the image and use Gaussian blur to soften the hair. Add a layer mask to hide all. Set the blending mode to Lighten

Now with a soft low opacity brush - brush on the mask over the unwanted hair.
