How to remove Impossible Scanner Print Bandings?

Maybe add a couple of striped Pattern Fill layers, one set to the angle and scale for the Green channel, and one for the Blue channel, with appropriate blending modes, probably at low opacity.

Fast Fourier Transform is the accepted approach to removing a repeating pattern, but it won't be a one click fix. 

I am going to tag our @davescm to help with FFT.

Do you have the original that you can scan again?  The idea would to scan multiple times with sightly different settings so that the scan lines would not always be in the same place.

Then stack the layers > Edit Auto Align Layers

Edit > Auto Blend Layers.

I remember there was another method of filtering out non-recurring objects from stacked layers.  In fact there was a MAX Sneak Peak a few years ago that removed people from tourist photos using stacking.  That might never make it to Photoshop now that we have Ai Remove People that works so well.  I can't remember what the layer stackiong method was called.

The scans are small in pixel width/height and there is no halftone structure visible, were they resampled/reduced in size from a larger scan? This may have created the bands.
