I want to rename background layer name without convert to layer as in below.
Could anyone please help me?
Also is there way to find that lock is background related or normal lock ?
You cannot rename a background layer without also converting it into a floating layer. The background layer is fundamentally different from a normal layer in many ways, and it will always be called "Background".
The position of a background layer is locked, hence the lock symbol.

Just click twice on Background name and this way cover it to Layer. Then click name of Layer 1 twice (be careful - text) This also you change name

You can also copy (CTRL+J) Background to new Layer and then click twice to rename this copy

Yeah, but the OP doesn't want a floating layer. He wants it to remain a background layer, only with another name.

To add to what the others said - To find out if the padlock is a background lock or a normal lock, look at the lock icon at top of panel

You can change name of background to any other name by scripting. That can be done directly without changing background to normal layer first. It's not straight way as needs to tamper with.psd binaries. Maybe later I will do it.
