How to return Layers panel to side menu

I just started working with the current version of PhotoShop (2019?), which is very different from older versions I am used to.

 

The default workspace has a side menu that includes Rulers & Guides, Layers, Document, etc.

 

I pulled Layers off of this bar to expand it, hoping the fonts would increase.

 

I want to snap it back onto the side menu, but I cannot.

 

I have tried dragging, double-clicking, right clicking everwhere I can think of. I do not even know what this side bar is actually called that I am trying to attach the Layers panel to. 

 

I assume it is something simple, but it certainly isn't intuitive!

 

Please advise.

Hummm drag what... I've the same problem list the Layer iron in the side panel.

Where to begin?

If you can not get the blue indication. You can reset the workspace to restore the workspace to the way it was configured when saved.

Thank you. I did the rest, which worked. Later I figured out the Blue Bars only appear if you add the panel to the very TOP of the bar, I was trying to fit the layers under other panels, like they originally appeared.

Drag it over to where you want it, and when a blue bar appears, release the mouse. The panel should drop into place.

Thanks. It turns out the Blue Bars only appear when the panel is being placed at the top of the side bar. I had been trying to fit them under other panels.

 

But a follow up Q. I have since added Navigator, but the controls are at the very bottom of the screen, the far below the image, which is half way up, and there is blank space  for most of the navigator. I would prefer it to remain a small box and have it fit under or above Layers or other panels.

How can I "tile" or "stack" the panels on the side bar rather than having them be individual tabs?
