How to run one script with a shortcut.

In the past, your most recent scripts would be visible in your scripts tab and apparently, you could set them up and run them with the use of a shortcut. But Photoshop changed this and now recent scripts don't appear on the scripts tab anymore making it so you can't run them with a shortcut anymore, at least I don't know how to.

Is there a way to make it work like it did before?

For scripts to be visible under the File > Scripts menu, they need to be installed in the Application/Program folder inside the Presets/Scripts directory. They will then be listed under Keyboard Shortcuts.

Otherwise you can record the execution of a script via File > Scripts > Browse into an action for use with an F-key.

This worked though for whatever reason I can only run the script through the shortcut if I happen to have any document opened, as opposed to when I just run the script manually and then I can do it on the home screen of photoshop

It would depend on the script, some are designed to work with no documents open, while others require one, two or more open documents and possibly an active layer or channel or whatever.
