How to scale a single layer

I have multiple layers on a project. I need to change the size, change colors, etc on each layer independently. When I isolate a layer and I want to change the size of just that layer (Image size) the whole canvas changes. What am I doing wrong?

    Instead of »Image Size« use Edit > Free Transform (or Edit > Transform > Scale).

    But don’t forget working with Smart Objects to mitigate the damage from repeated transformations.

    The image I want to copy into the document that already has multiple images is larger than the images in the target document. I reduced the source image (layer) by 50% and matched the resolution. When I either drag the source image to the destination image or copy and past the source into the destination the result ignores the reduced size of the source image and it pastes as its original size. what am I doing wrong?

    Could you please post screenshots taken at View > 100% with the pertinent Panels (Layers, Channels, Options Bar, …) visible?
