How to scale layer to 50% (or snap to guide)

Before I could just hold down shift to scale and snap a layer to a guide. 

But not anymore. 

When I try to scale the layer (and keep proportions), it won't snap to the guide.

Hello, unfortunately, the snapping to guide does not work if you are scaling proportionally...

I suggest to vote on this Bug report: https://community.adobe.com/t5/photoshop-ecosystem-bugs/photoshop-shift-resizing-a-corner-handle-dis... and also to explain the issue you are facing.

really? I would have expected that from a new app. But not a class leading 30 year old app. jees. Time to ditch the old guy.
