There are some good books, such as Classroom in a Book and the Quick Start Guides, and Lynda.com online video tutorials are excellent, such as:  Photoshop CC 2018 One-on-One: Fundamentals (you can get a 30-day free trial).

And you can ask specific questions on this friendly forum.

or even closer: Just go to the Help menu and chose Photoshop tutorials, that lead you to the Photoshop tutorials site with tons of step by step tutorials and downloadable sample files, to follow. (not the case with the trial version at Lynda.com)

Best advice, get familiar with the workspace & various tools first.   You'll get comfortable & gain confidence with repeated practice.

Practice, practice, and more practice! Photoshop is a really powerful tool with a lot of options.

There are a lot of great tutorials out there. Check out YouTube, Lynda.com, Phlearn, Photoshop Cafe, etc. The Classroom in a Book series is also pretty good for starters. The link Nancy shared above is also a great starting point!

I addition to all those great advices that have been given to you:

Photoshop is a very complex tool doing a great job, if you really need to edit files and create new artwork out of a great picture. But if your primary goal is to enhance your photos like what has been done in the good old time in the darkroom, there is Lightroom to “develop” your pictures. Lightroom should be part of your subscription. If not, consider the Photographers plan with Lightroom and Photoshop for around 10$/€. It’s cheaper then the Photoshop subscription as a standalone product. In that case you should not take. the Lr CC subscription (with 1Tb of cloud space), but the Lr Classic CC subscription (with Photoshop).

I use 90% of the time Lr and only when I need to do complex things like layers, I use Photoshop... out of the Lr Classic environment. Works great.

But also here: do not forget that both programs are complex and need some learning.
