When I switch from one PSD to another, Photoshop changes the brush tools. How can I stop this?
A small update, I have tried to disable the official Photoshop streamdeck plugin and the problem does not occur any more.

Are you saying that if you have a document open in Photoshop, and then open another document in the same computer, that different tools are selected? You mention brush tools specifically, so do you mean that the selected preset changes? I am not going to say that it's impossible, but I am not sure how that might happen.
What Photoshop version is this happening to?
It says you are using Windows, but which version?
Can you give lots of details, and a screen shot that demonstrates what you are talking about? Make it full resolution, and of the entire workspace showing the layers panel.

Using windows 11 24h2
The photoshop version is 26.4.1
The same thing happens to me on beta 26.5

Do you have any associations set in File > Scripts > Script Events Manager?

As I cannot reproduce the issue I can only recommend all-purpose trouble-shooting.
Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

Thank you for your help, I have now tried uninstalling without keeping the settings and reinstalling Photoshop but the problem remains.

Doesn’t sound so »small« an update, but rather like you isolated the issue!
Does Adobe itself provide the plugin?

I couldn't tell you, I think it's a collaboration between Adobe and Elgato Plugin Photoshop
