How to stop "Loading Plans and Pricing" window on Photoshop 2021 startup

Like him I have the same problem with my version of Photoshop 2021 which I actually own.... back before the subscription days along with Dreamweaver before Adobe bought it..  Your 'solutions' don't work.  Any of them.  The screen still appears on open and stays there until I click it off.  Certificate manager/Credential manager/ Adobe CC Cleaner/ Adobe License Cleaner..... none of them have the slightest affect on the screen.  Logging in and out does nothing.  Repair does nothing.  All the Adobe processes are running along with the 2 services.  None have been disabled.

Please go to Photoshop's Help > System info and press 'Copy'. Then paste the entire  info here.

It would seem that due to the OPs' failure to foward the system info requested, along with his claim to own Photoshop 2021 which was only ever legitimately available on subscription, this post should now be locked.

The last Photoshop you could "own" was CS6 from 2012, not legitimately available after 2015. The Creative Cloud subscription model was introduced in 2013.

 

Photoshop 2021 was only ever available as a CC subscription.

Hello.  This just started a few days ago after years of Adobe apps working perfectly.  Not sure that happened or what I may have done.  When I open Photoshop, the home screen is overlayed with a blank white screen that says nothing. If I click it the banner across the top turns blue, but still no text.  I close it and the app works fine.  In doing searches for the problem/solution, many items appear, but none work.  All the proper services are running; The credential manager was used to remove all credentials labeled Adobe APP and Abobe User..... didn't help; The certificate manager was used to remove all certificates and restarted..... didn't help. Adobe credential clearner tool run... no help. I have the Adobe License Recovery Tool, but haven't run that.   I have 8 various Abobe/Creative Cloud services running so I can't figure out where this screen is coming from.  Most replies seem to point to License/certificate/credential problems.  I've logged out of CC and my main Adobe account; restarted the applications and logged back in with out issues but the screen remains.  I don't get it when opening the CC app, but do when I open Photoshop.  Once I close the window, everything runs as it should, so it's not a debilitating failure, just a major annoyance.   Anyone have a suggestion I haven't yet tried?  I've done the "run around the house counter-clockwise with the laptio held over my head" but that didn't work either.  Thank in advance.

is this a photoshop (mainly) problem ?

Well, I suppose. It doesn't do it when I open the CC app itself or when I open Adobe Dreamweaver.  I've long since removed Adobe Premier Pro/Illustrator/After Effects and In Design. Way too labor intensive for the little use I have for them and it was either pay Adobe and outrageous sum each month or feed the dog. I'm old enough to remember when I could go into Comp USA, buy the software in a big box with a use manual the size of the Oxford Dictionary and actually OWN the program.  The last time I did that was when I bought some version of Microsoft Office that was installed on 20 3.5" disks on my 386XS.
