How to stop "Loading Plans and Pricing" window on Photoshop [22.5.9] startup?

I hope this is the correct category to post this question. About a month ago I had this problem every time I started up Photoshop Classic on my Windows 10 PC. Then the problem went away. And now today it has started again. I hope someone can explain to me what I can do to prevent this from happening.

The problem: When I start up Photoshop Classic on my Windows 10 PC, as part of the starting up, a blank white window appears on the screen. There is a flash of text saying something like "Loading Plans and Prices", and then this disappears, leaving the blank white window. Nothing more happens. The window never gets loaded, no matter how long I leave it be. I can only get the Photoshop startup to proceed so that I can use it by closing this window using the X in the upper right corner.

This is not a show stopper problem. Everything seems ok after I close down this non-loading window. But it is annoying, because it is a manual step that I have to do every time. And due to other current problems with ram utilization, I am closing and restarting Photoshop very often.

Strangely enough, just like the first time I had this problem, the problem with the blank white window on Photoshop startup has gone away yesterday in the late afternoon. I had been getting the blank window all day before this time. Then suddenly the problem disappeared. I have not done anything in the meantime, I attempted no fixes of the problem. A guess would be that there is some kind of Photoshop campaign which runs for a time, and my personal setup is getting caught up in it. Anyway, problem is now gone, at least for the while.

Perhaps one thing might help the situation. I am always annoyed by the huge amount of processes that are always running in the background of my Windows 10 machine. literally hundreds of processes which take up small amounts of RAM, but due to the huge number of these, a great chunk of my 32 GB CPU ram is utilized by these. Because of that, I occasionally try to keep what I think might not be necessary processes and apps from starting up (e.g. I never telephone from my PC so I do not need a Microsoft process for that running). Along the way, I might have shut down some auto startups of some Adobe processes and softwares, and maybe this is what is causing the popping up of this white window when I start Photoshop? It is only with Photoshop, not with Lightroom. If anyone can say what Adobe apps should be running when I try to use my Creative Cloud subscription of Lightroom and Photoshop, maybe this could fix the issue.

Not sure why running processes would annoy anybody, I've never felt concerned about that, with the OS and Firefox running on my system there's only about 6.7 GB of RAM in use which is quite normal, average running processes range from 1.0 MB to about 200 MB, you're not really going to benefit much by shutting down processes that use very little RAM

Well, I am seeing about 7 GB RAM being used by everything not including Firefox and my photography apps. If this is normal, and what should be expected, then I cannot imagine being able to do much work in photo editing without a minimum of 32 GB RAM. Maybe I am wrong, but I was under the impression that there are many out there who are still using setups with only 16 GB RAM.

I have tried the first step on the link provided by Ged_Traynor but it has not helped. It is also a bit confusing. I follow all the steps, log out of the Creative Cloud Desktop app, log in again, and then when I try to start up Photoshop, I still get the blank white window. When I look at this site again, account.adobe.com/security, it shows me now, as it showed me before I tried anything, that I have three active sessions. These I show below (sorry it is in Danish). So, ok, I have three active sessions, and is this the reason why I am getting the white screen? But I cannot get rid of these, apparently.

@steveisa054 I currently have 5 active sessions showing in my account so that's not an issue, did you try these steps from the above link

Solution 2: Remove Adobe Intermediate CA and Adobe Content certificates
Solution 3: Remove Adobe User and Adobe App certificates

I haven't tried these yet, because it sounds from the site as if I need these certificates to be able to log in and use the Adobe apps. If I remove these, do they become automatically replaced?

I have Photoshop and Lightroom combined via the Lightroom subscription. I do not use any cloud features, am not syncing to the cloud, for example (I have sync to cloud turned off). So I am actually not aware of what is meant exactly by the "Creative Cloud" subscription. I have the monthly subscription for Lightroom and Photoshop (ok, I think it gives me Bridge as well but I never us it).

It's just an Adobe thing, what you have is an Adobe Creative Cloud subscription, which includes Photoshop, Lightroom, Bridge and Camera Raw along with other features, it has nothing really to do with the cloud!

Anyway did you check out the link I posted above?

What do you mean by "Photoshop Classic"? Adobe has never had an app with that name. Can you give us the exact version and number so we can better assist? Go to Help > System Info > Copy, then paste the entire contents into a Reply window in this thread.
