How to turn Snap ON by default?

I went on holiday and the newest update to CC has turned snap off automatically. This slows my work dramatically. How do I turn snap on by default? Everytime I work on a new image (30-40 images a day), I have to manually turn snap back on and it's just not feasible with my work flow.

View > Grids and Guide > Snap to Guides.

Set this without any open documents to set it as the default.

In the newest version of Photoshop (2023) there is no option to do this. Without an open document almost everything is grayed out, including Snap, Snap To, Guides and Grid. So there's no way to set "Snap to" for default documents.

This isn't my experience. At the moment, I'm editing smart objects in my file. Every time I open a smart object I have to turn snapping back on. 


One could use Script Events Manager to link a Script to the open-event, I suppose.
