You can try ussing Hue/Saturatiion adjustment layer. Choose color to change and limit/expand range at the bottom of panel.

I believe this can be recreated using Gaussian Blur, Noise and perhaps Hue /Saturation. Experiment and try different things although there is certainly blur and noise involved.
