I have photoshop cs6, can't find the filter in other, could it be somewhere else?

It used to be optional if I remember correctly, not sure though if the CS5 version will work in CS6.

HSL is not a colour model supported by ICC profiles, by design. Whatever you are trying to achieve, this is probably the wrong approach, so if you share your problem or concern, someone may have an idea to help you.

Thanks for your reply, what i'd like is the channels in photoshop on the document to be, hue, saturation and lightness just as you get red green blue channels for example?

I don't think such a profile exist. HSL is not a color model by itself, it's a different way of representing RGB. HSL and HSV - Wikipedia
