Hue and Saturation has no effect - HELP

I'm trying to change the color of a white hoodie in photoshop (from white to red) but when i change hue it remains white. I noticed that if i click on "Color" it does change it but it gives me a "light" version of the color.

Are you using an Adjustment Layer? 

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Properties, Options Bar, …) visible taken at View > 100%?
