Hue/Sat Slider confusion

Hello everyone!

I have a question regarding sliders in the hue/sat adjustment layer. I watched some tutorials where the guy(Piximperfect) cranked up the hue and saturation sliders to the highest to effect a colour change. With the slider below, he played around until he could get an accurate selection.
Can someone please help me understand in depth and detail the slider below?

Yep.  First thing I do after using the sampler tool to select the initial colour range, is move saturation ro 100% to see if the colour range I am aiming for has been encompassed in the colour bars.
