Auto updating was never a problem for me, until a couple months ago. Now, Updates for ACR, Br, and PS are and have been available, but when I click update, it starts to download, then slows and never gets to 100%. The only app that is up to date and remaining that way is LR and I don't use it. I much prefer PS.
I'm using a Windows 10 OS. I'm not sure which version of PS I'm currently using (stuck with), but I'd LOVE to get these updated!

Hi. Sometimes, logging out and logging in again from the Creative Cloud Desktop application fixes that issue.

If logging in and out doesn't work, just do a restart. If your account is in good standing, either will usually fix this stall in an update.
