I Can't Create a Black Outer Glow Layer Around White Type

I am using a medium grey background and adding photos and text as layers, and cannot create a black outer glow layer around white type. It works in the reverse immediately with black type and a white glow. How can I get white with black outer?? Thanks.

What is the Outer Glow’s Blend Mode setting?

I tried to send a screen shot, the message was that type is forbidden. Here are the settings:

Blend mode = screen

Opacity 35%

Noise 0

Technique = softer

Spread = 36%

Size = 7

Range = 50%

Jitter = 0

Thanks for your help, and set exactly this way, but in reverse, I get the desired effect of white glow, black type.
