I can't launch my Photoshop SC6 because Preference file was deleted

Does anyone know how to open Photoshop CS6 to fix Preference files or fix them without opening the app? Keywords don't work for me. I have Windows 10. thanks.

Thank you for your reply, I did see this thread, but it didn't work for me. I ended up chatting with an agent who helped me to reinstall my Adobe programs.
