I can't put an outline around a clipart image!

I have gotten hold of a series of multicoloured simple cliparts on transparent backgrounds saved as vectors.

How do I create an outline around the images. I have watched several vids, but all use photo's to demonstrate. How might I select my image and how might I put a simple black line around it. I have tried to follow the instructions for layers but cannot follow them.

The simplest way to outline an image is to use a stroke. I'm assuming you are in Photoshop and using the image as raster graphic. At the bottom of the layers panel you will see fx for layer styles. Choose stroke and you can control the thickness and the color.

That's what I would do.  I'd adjust the stroke in the Blending Options on the Layers panel
