I have a problem with downgrading Photoshop to version 2023.

I am a Windows user who loves to create drawings and quirky photo-edits on Photoshop.

I updated Photoshop from 24.7.1 to 24.7.2, but it presented me with more than just the general stability updates. It stated that my Photoshop's graphics processor was out of date. Is it safe for me to downgrade to an earlier version of Photoshop, or do I have to update my graphics processor first before the downgrade?

You don't need to downgrade.  You can have both versions installed, but on Windows systems, only have one of them open and running at a time.

 24.7.1 to 24.7.2 is the same version but different updates.

Both can't be installed.
