It is filled it seems with green color. Do you want to change fill coolor? Use first colored rectangle in the Options bar just below menus or in Properties panel.

I just wanted the circle to be green, but as you can see, it has squares in it, and it changed the background completely to a different shape.

Regarding the squares you might want to turn off View > Show > Pixel Grid.

I tried that, however, there is still an issue.

I don’t see the pixel grid in your last screenshot anymore, so what are you talking about?
If you mean the noticable pixels in general then: A 9px x 9px image naturally will provide limitations but you could work at a higher resolution.

I'd like to make the circle look like this, but for some reason I can't; this is my issue.

If you choose to work on an image of 9px x 9px that is your own doing.
Why don’t you upsample the image (Image > Image Size)?

Because I need to create a File sized 9 x 9 inches with a resolution of 150 ppi.

Your screenshot obviously does not show such an image – 9px sidelength … whereas 9inches at 150ppi would mean 1350px sidelength.

Please post a screenshot of the Image Size-dialog for the image you are working on.

The screenshot the original poster provided clearly shows that they are not working on an image of 9inches by 9inches at 150ppi as they apparently intend to do.
When viewing a pixel image at 6400% magnification one should not be surprised if the pixels are noticable.
