I'm having trouble finding Paths Panel

"Click PATHS panel -> click on its FILL PATH WITH FOREGROUND COLOUR icon."

Does anyone know where the Paths Panel is?

    Photoshop menu bar menu Window>Path should open/close Paths Palette.

    Also, I can't access to the Fill Path.
