Hi, guys. 

 

Hope everyone is well. I need to recreate this effect, what are your best guesses as to what filters and effects have been appied here?

Please post an image you want to edit thusly. 

 

I expect a combination of Smart Filters (possibly Median, …), Adjustment Layers (possibly Hue Saturation, …) and noise as a Pattern Layer (with the Blend Mode Linear Light and reduced Fill) might suffice.
