When I flatten the layers the white returns.  What is the fix for that?

I suggest you take Trevor.Dennis advice and create a crisp version of the design. If, for some reason, you prefer to use the one you posted, you can remove the white area this way:

    1. Put a blank layer below the image layer

    2. Return to the image layer and double click to bring up Layer Style

    3. In the Blend if option at the bottom slowly move the top right slider to the left until the white disappears.

    4. Flatten the layers via Layers > Merge Down.

Dunc, it is a very easy graphic to recreate.  I have not been super careful about font choice here, but it only took me five minutes.  Would you like a step by step on how to do it?  You end up with a fully vectored graphic that will scale to any size without loss of quality, and it is good practice, and good fun.  Plus you can annoy all the people who will inevitably tell you that you should be using Illustrator.

WOW, Trevor Thanks for the offer!  I would love those directions.

BTW, you misspelled "Retired" (That is something I would do  too)  :-)

    Thanks

Start with Custom Shape layer thin Circle Frame hold] Shift+ALT.    Change to Ellipse Tool Path mode Drag out a circle hold Shift+Alt. Switch to Pen + tool add two points, Switch to direct selection tool select Bottom arc delete and the other bottom Arc.  Switch to the Text Tool use Text on the Path.  Add two other text layers. Add a white Circle shape layer overt the background layer. Turn off background layer.  Create your own Custom Flag and star Shape Layers or find  custom shapes one the web.

The layers can be edited scaled and positioned
