This error can happen for a multitude of reasons, unfortunately.

 

What are your device's specifications (OS, CPU, etc...)?

Does your device meet Photoshop's system requirements?

Is everything - from your OS up to your drivers - up-to-date?

 

One thing to try is to install the latest Microsoft Visual C++ Redistributables:

@anthonyr42451552 you can just revert back to version 25.7 for the moment, refer to the link Jane posted above.

Adobe mentioned a fix will to coming soon in the link I posted above, you mentioned LR, as far as I'm aware this issue is only related to Photoshop
