There are a number of apps that can open .PSD files.  Gimp is one of them, and being Open Source, there's no one who owns it and who would need to pay a license fee to Adobe.  Come to think of it, Krita is also Open Source and can open .PSD files.   I know Irfanview can open .PSD files and is free, but I don't know if it is Open Source.

 

So I think you'll be OK.

The point of Open Source is that the software is not owned by a particular person or company, which means there is no one to Pay Adobe a license fee to use a format developed by Adobe.  It would like paying IBM to use the JPG format or Compuserve to use GIF.
