Support import psd function, can I do it
There are a number of apps that can open .PSD files. Gimp is one of them, and being Open Source, there's no one who owns it and who would need to pay a license fee to Adobe. Come to think of it, Krita is also Open Source and can open .PSD files. I know Irfanview can open .PSD files and is free, but I don't know if it is Open Source.
So I think you'll be OK.

The point of Open Source is that the software is not owned by a particular person or company, which means there is no one to Pay Adobe a license fee to use a format developed by Adobe. It would like paying IBM to use the JPG format or Compuserve to use GIF.

Other commercial software such as Affinity Photo support many Photoshop PSD format features including layers and text, so it is possible. What you might need to do is research or ask at the Adobe Developer website. I am not a programmer so I don’t know any more about this, but it is possible that the information you want might be in the publicly available Photoshop API/SDK.
