Hi, I got a fab job doing stock photos for a company and promised to add some sparkle back to their signage ... I am unsure of how to bring this back ... Can anyone suggest what to do please?

Not sure if you mean »sparkle« literally or figuratively.
Do you have the company’s logo as vector data?

Hi, I said when chatting to the owner I'd be able to lift it, make it look like its recently been painted .... So short of donning my overalls & getting up a ladder I'm goosed 🙂 I did think of creating a selection, and painting it that way somehow? I just want the name to look brighter. But yes, not barbie bling sparkle 🙂

The red channel provides the best contrast for a Mask, though creating a Path would be better.
Once you touched up the Mask (in particular the tears at the corners) you can basically paint on a separate Layer and use a Selection based on the Mask to use Content-Aware Fill to remove the logo on a Layer below.

Edit: And do a little touch-up on the blue board itself.

• duplicate the background layer and group it
• duplicate that group, the top one is now for the type, the lower one for the rest of the sign
• load the red channel as a Selection by cmd-clicking its icon tin the Channels Panel
• Layer > Layer Mask > Reveal Selection
• use Curves and painting to edit the Layer Mask to isolate the type (by alt-clicking the Layer Mask’s icon in the Layers Panel you can get the display of just the mask without the composite image)
• add a Layer in the Group and add a Pattern Overlay with a neutral noise Pattern set to Linear Light to emulate the image’s noise/grain and paint out the problems
• add a Curves Adjustment Layer to lighten the type
• use the Pen tool to create the shape of the sign and apply as a Vector Mask to the lower Group
• select the Layer in the lower Group
• load the type Layer Mask as a Selection
• Select > Modify > Expand (a little)
• Edit > Content-Aware Fill
• add Adjustment Layers to make the blue sign more vibrant etc.

Struggling with this sorry, cant even get past step one : / Group layers isn't highlighted when I duplicate background & select both layers ?

Maybe I was too sloppy with the word »it« …
• duplicate the background layer and group the resulting Layer
The screenshot I posted should illustrate that the Background Layer is not in a Group. (It cannot be.)
If you have further questions please post screenshots including the pertinent Panels.
