Image keeps moving when I use some tools

Ok, so...
I reinstalled Photoshop on my device. I usually keep the Photoshop tools menu in 2 columns. Whenever I have the tools menu in 2 columns, I select the Eyedropper tool and try to use it on my picture, the picture keeps flickering. Not black and white, etc. But the picture suddenly starts enlarging a bit more on the lower side. So... the picture/canvas enlarges a bit vertically. Then after some time, like 1-2 seconds, it moves back. It's not much of a "jiggle", it's just like 1-2mm on my screen. But it's incredibly frustrating to keep having this jiggle whenever I edit. This happens with other tools too, the lasso tool, the eraser, etc.
This doesn't happen if I use all tools in 1 column. So, if I press that button above the tools menu, and I keep all tools in 1 column then this jiggle no longer happens. I can do whatever I want. I'm just... more used to having 2 columns for tools.
I tried video recording when this happens. Weirdly, on the video the jiggle doesn't appear at all. While recording I could clearly see the jiggle, on the video, there's no jiggle. I guess maybe this is related to my GPU? I have an AMD RX 6700S. So, Idk how I could show it either... I can show you what I meant by the tools menu on 1 or 2 columns, since I might not have been clear with that.
Does anybody have a solution for this?
