If you placed in that image as a smart object layer and yot current document has a low resolution like 72DPI and the image file you place in has a high  print resolution like 300DPI place will greated reduce the size of the image place in.   I do not know why place works like this for it degrades the image reducing its size like it does.

Delete the smart object layer.  Use Image size one you current document un-check RESAMPLE Then change the Print resolution to 300 DPI. All this does is change the Print DPI setting it does not change a single pixel.  Your image will not change at all only its Print Resolution setting will change.   After you change the document resolution Place in the other image again. It should be the correct size this time.

I'll try to make it easy to understand. If you use place to places in an image file and the image file print resolution is not the same as the document you are editing current resolution setting.  Place will resize the image being placed in either up in size or down in size.  Place will degrade your image files image quality.
