Images go behind workspace

all my layers used to be above the workspace background, but now it acts like a frame and only shows things on the background.

    I'm not sure I understand your question. The background of your document defines the canvas, and the layer is partly outside of that canvas. That is why it's not fully shown, and that is normal behavior.

    If you think things are behaving differently, then it might be that you used to Overscroll checked, and now don't

    What Overscroll does is allow you to move your document window when zoomed Fit to Screen.  This would typically be because a drop down window was covering part of the image that you needed to see.  With Overscroll turned on, you could nudge the document window out of the way.
