Importing Image doesn't create Layer

When I Import an image to my Photoshop file it lets me transform the image, but once I hit enter it doesn't add the image as a layer and there is no way to edit it. Whenever I try to click on the image it says "Could not use the move tool because no layers are selected".

You have the Layer filters enabled.

On the top of the Layers panel click on Pixel Layers and Type layers to show all your layers
