On the Feature summary | Photoshop desktop (September 2023 release) page one of the Other enhancements and changes is

Improve startup performance by initializing views on demand

Work with improved startup performance in Photoshop by optimizing loading behavior. 

 

To me the way it's written reads as though their can be some user interaction in determining the settings.

If so, which settings are being referred to?

That's what it says. I'd also read it that way.

 

In reality it probably just means that the priorities are set so that a functional interface is loaded first, then all the submodules silently in the background later. I haven't checked and compared startup times.

 

(On a side note, I also saw this, which I think is really interesting:

"Photoshop will automatically append Content Credentials to images generated using Generative Fill and Generative Expand (...) This will let you know if an image was created or edited in Photoshop using Firefly's Generative AI technology".)

So it's traceable, which I think is the only ethical way to go forward with this.)
