In Windows 11, I have to use a tool twice before it responds. Hard to explain in subject line!

Problem identified. Not solved, but identified.

I ran the CC cleaner. Removed and re-installed everything (which was only Photoshop and Acrobat). Same problem. Tried removing or re-setting spring-loading. No help.

I was re-confirming that when a tool was selected with the keyboard, I had to wait over a second before using it, but if I selected the tool from the toolbar, I could use it immediately. I had a mouse at the computer -- I had just purchased a bluetooth mouse for an older computer, and I was making sure it worked. For some reason, I tried the tests using the mouse, and lo and behold, there was no pause: I could select a tool with the keyboard and use it immediately, using the mouse! Problem GONE!

Wait, what? I *had* been using the trackpoint on a Lenovo (nee IBM) laptop. The little red dot in the middle of the keyboard. Yes, I use that as a mouse when using Photoshop. I've been using IBM laptops since the 1990's; I have my original Photoshop 3.0 installation CD from 1994 or so. I'm extremely adept with the trackpoint. I'm using Windows 11 because I *just* upgraded to a new Thinkpad, after using the previous one for a long time, so I thought the problem might be Windows 11. I went back to the old laptop, and sure enough, no delay; I would have known had there been one.

So, the trackpoint drivers on *this* OS on *this* laptop are the problem, not anything with Photoshop, and I can fix the problem for now by using a mouse, which, okay, I guess. I don't like mice, but they're not terrible. I'll contat Elan about the driver problem.

This also explains why you aren't pelted with this problem from other Windows 11 users. I am almost certianly the only person on the first five planets closest to the Sun who exclusively uses a trackpoint for Photoshop. If someone else complains, ask them what they're using to move the cursor. Who knows, maybe for a mouse user, changing the mouse might help.

I thank everyone who helped me with this; I learned a lot, so it wasn't a total waste of time. My favorite thing I found while researching: for monitors that have very high resolution (mine on this laptop is 3840 x 2400), here is a registry hack I found very useful. If you have images floating in windows, as I do exclusively, and if you want to re-size those windows, it can be hard to grab the border because it's so small, measured in screen inches, because windows sets it as a number of pixels. With the hack, you can adjust the pixel width of windows, and make it much easier to grab and move borders:

Normally adjusting the spring loaded timing has worked for others. It's odd that changing the timing made no difference.

Okay, I believe I will do that, use that tool. There are other things making me crazy, too. For example, if I'm selecting an area, or using any tool really, and I hit the spacebar to get the hand, the hand shows up, but it won't work at all, even after the 1.2 seconds!

Is this just me? or are lots of Windows 11 peeps having trouble?

I dont think following the outlined directions causes 100s of hours of debugging, but so be it.

Like I said Im not certain it would affect the outcome of this but given that nothing else including changing the timing of the keyboard tool shortcuts, not sure where that leaves us.

At this point I'd recommend uninstalling, using the Creative Cloud Cleaner tool to remove ALL preference files you may have (in case multiple copies are interfering) and doing a fresh install with no previous data from other versions, etc.

Okay, I set photoshop.exe and sniffer.exe to the Nvidia card -- no change. Not too interested in disabling the integrated graphics -- I can just imagine that would cause me 100 hours of debugging. Also, I did yet another test: I moved a windowed image right next to the toolbar. If I use 'B' to select a brush, I have to wait 1+ seconds before I can use it. If I click the brush tool on the toolbar and immediately get over to the image to draw, it works, and I'm definitely brushing in far less time than the minimum time to wait if I use the keyboard shortcut. So seems to be a photoshop thingie and not a graphics thingie -- just a guess.

Turns out Photoshop was "using" hardware acceleration, but I didn't have it turned on in Windows. I turned it on. No change.

I removed springshortcuts, and that didn't help. I put it back in and changed it to 2000ms just to see what would happen -- no help there, either.

Thanks for the in depth update @StevenDenenberg all good info... Curious if you have tried changing the springboard keyboard shortcuts time? By default it is set to 200ms which is what it has been for years so if that doesn't work for your workflow, increase the timing or uncheck that option so that spring-loaded keyboard shortcuts are disabled if that fits your workflow.
