In habit of increasing canvas size by 3pixels to create a small border around my images. Since last upgrade PS is not applying the border evenly around my images. I have clicked to centre the increase. Using Windows 10. Any ideas?

I've tried to replicate your problem as I'm Windows 10. With both a flattened JPG or a layered file with no locked layers, the Canvas Resize adds a border equally to all sides. Can you confirm that this is the dialogue box you see, with all the arrows centred to indicate equal borders?

So are you saying that when you open canvas size, the anchor point is on one of the side positions? Is it in the last position that you used, meaning it has become "Sticky."

Yeah, that's what it looks like.
I did make sure to push the centre button, but it looks like it's heavier on the right and bottom sides.
I've deleted PS from my pc and will reinstall later to see if makes a difference

It might be just corrupted preferences.

Are you resizing using an absolute value of 3px on the width or height from the centre? This would make a 1px on one side and 2px on the other side, as it isn't possible to have 1.5px on both sides.
Or are you resizing using an absolute value of 6px on the width or height from the centre (3px on either side)?
Or have you checked the "relative" box and used 3px, or 6px etc?
As originally suggested, a screenshot would clearly illustrate where you are coming from.
