Initializing Video Export hangs infinitely

Possibly the last version this has been working has been 2018 or so.

If I make first a frame animation, export the gif, then I want to export additionally a mp4, Ps hangs as soon clicking "Render Video". The blue bar moves first quickly, slows down to the right side and never open the video export box as in earlier Ps versions. This "Progress" hangs infinitely.

As usual, it is not possible to report a bug directly to Adone. Dammit, it's the lausiest company ever.
